The short answer
Infrastructure should be credited by delivery stage: announced projects carry no weight in pricing assumptions, sanctioned projects are optionality, funded projects limited weight, under-construction projects partial credit, and operational projects full credit. What matters to a buyer is the change in journey time and when it arrives — not the distance to a planned station.
The five-stage discipline
Every infrastructure project occupies a stage, and the stage determines how much weight it deserves.

Journey time, not distance
A project 400 metres from a future station on a line that saves eleven minutes has gained less than a project two kilometres from a station that saves forty. Credit the journey-time change for the likely buyer, and the year it arrives.

Does a new metro line increase property prices in Mumbai?
Operational lines that remove a long or unreliable commute have supported prices along several Mumbai corridors. Announced or early-stage lines are much less reliable, and buyers have often paid the premium years before any benefit arrived.
Which Mumbai infrastructure projects matter most for real estate right now?
Among operational projects, the Coastal Road, Atal Setu, Eastern Freeway and Metro Lines 1, 2A, 3 and 7 have genuinely changed journey times. Among projects under construction, Metro Lines 4, 6 and 9, the Thane–Borivali tunnel and the Navi Mumbai airport are the most consequential — and should be credited only partially until delivered.
Should I pay more for a project near a planned metro station?
Only if the premium reflects the stage of the project. If you are paying today for a journey-time saving that arrives in five years, you are funding the seller's forecast rather than buying an opportunity.
